SECOND

AMENDMENT

COALITION

OF MISSOURI

May 2, 2003

Dear SACMO Supporter,

I have the honor of announcing that today, the Missouri Senate passed the Senate substitute for HB349 (LTC) with a vote of 23 to 7.

The filibuster was on by the liberals but Senator Harold Caskey in a brilliant move, used a parliamentary procedure referred to as, “The previous Question” and was able to bring the bill to a vote of the senate.

The bill has one change in it that will have to be addressed. In an earlier effort to come to a compromise, an age change was agreed upon that the minimum age required must be 23 instead of 21. That is not enough to kill the bill in the house and might even be addressed later in amendments to the law.

Although this certainly is very good news, just remember that it still has to go to the Governor, who will presumably veto it and then it can be debated during the veto override session. There is still a lot to do but it is a good day for all of us and a good day for SACMO!

Dale A. Schmid, President,

The Second Amendment Coalition of Missouri, Inc.
