SECOND

AMENDMENT

COALITION

OF MISSOURI

April 20, 2003

Dear SACMO Supporter:

HB 349 has been voted out of the committee that it was just assigned to last week with a "do pass" recommendation. That is more good news and again shows that the senate seems serious about doing something with License To Carry (LTC) this year.

It was just last week that I reported that HB 349 (LTC) was assigned to this committee by Sen. Kinder. The move to put it in the committee surprised me as I failed to take notice of the fiscal note on the bill. That would have automatically required it to go to the fiscal committee so I misinterpreted the reason and tried to find some dark political reason. I’m sorry I miss-read the move but am delighted to be able to report that LTC is making such progress.

The next step would seem to be the placing of the bill on the senate formal calendar for debate. So once again I’d like to make the point that we each should make the effort to (politely) contact our district senators and ask them to please support HB 349 to the best of their ability.

Having been through this so many times before in the last 12 or so years I am heartened by the fact that LTC has made it this far, this fast. However, it is at this end-of-the-session time that all the little pranks and stalls by the opposition really start showing up in earnest, including the hysterical chest pounding by the St. Louis Post Dispatch. So, toughen up folks! There is only a relatively short time left in this legislative session. Call your friends and ask them to call their senators. Write a letter, send e-mail or make the call to your senator’s office.

And you can rest assured that SACMO will have representatives in Jefferson City as often as necessary trying to do its part in helping to get this legislation safely and successfully through this difficult process.
