OF MISSOURI

Dear SACMO Supporter:


Just as I had hoped for in my report of SACMO’s participation in the Senate hearing on Tuesday, April 8th, 2003, the Pensions and General Law committee of the Senate did in fact vote HS HCS HB 349, License To Carry, "Do Pass" on Wednesday, April 9th. The vote was 5 to 3 in favor. 


That is great news in so far as the fact that we have had such significant action so early in the session. The bill now has to be put on the calendar for the Senate to debate the issue. Once it is on the calendar and it is taken up for debate, there are several avenues that the bill might be sent down.


It might be debated in the Senate and voted to either pass or fail in its current form. If it passed, it goes right to the Governor. 


It might be amended or changed in the Senate and voted to either pass or fail. If it passes in changed condition then it has to go back to the House to be debated. If the House votes to pass it in the Senate’s new configuration, then it goes right to the Governor. 


If the House votes to change the Senate’s configuration, then the bill has to go to a House/Senate conference committee. If this happens, my guess is that time will run out before it can be passed by both houses. 


What the Governor will do if he actually gets the bill is anybody’s guess. Right now SACMO has to concentrate on just getting the bill past the House and Senate.


And, just for the record, although HB 349 is not "Vermont in Missouri" in that it is more restrictive that I would like, the first step is to get something passed into law. It is vitally important not to have a "no compromise" "all or nothing at all" attitude regarding LTC. The gun groups in Missouri have been doing that for 12 years and we have gotten "Nothing at all". Your SACMO has learned and matured into a more effective organization. First we must get "something" in place. Then we can come back and amend the law into something that we really like. It’s a "slice at a time" just like the anti gunners have used so successfully against us. Be patient! Sooner or later, learning as we go, we will get License To Carry in Missouri.
