Dear SACMO Supporter,
The
license to carry (LTC) bill in Jefferson City, HS HCS HB 349, was heard
today in the senate’s “Pensions and General Law” committee at 1:00 P. M.
Representing SACMO was vice president and board member Wayne Lindberg,
Jefferson City resident and SACMO supporter, Ron Vida and president Dale
Schmid.
The three of us started the day by visiting with Rep.
Larry Crawford, the bill sponsor, about 45 minutes before the hearing to
get whatever ideas and instructions for our presentation that he might
offer. At the same
time we consulted with NRA’s Mary Ann
Bradfield for any ideas that she might want to share before the event.
Both offered several good ideas and suggestions.
Then the
three of us paid a visit to the committee chairman, Sen. Delbert Scott. We
asked him if there was anything that we could from L to R:

nice and receptive to us asking only that we be as brief as
possible so that there might be time enough for him to hold an executive
session right away and to vote the bill out to the full senate. That was a
great and encouraging piece of intelligence and it meant that the bill is
intended to wind up in the full senate even faster than we could have
hoped for. 
Unfortunately, the opponents were
not predisposed to be brief. At the hearing, after 5 or 6 unrelated bills
were disposed of and LTC 349 came up, SACMO presented its testimony very

the
committee records for all to read later. The full text is included
herein, later, for you to review. There were several other proponents who
were also brief.
But after the opponents of the bill were
done, the time was well after 2:00 P. M. and too late for the hoped for
executive session.
I wish that you all could have heard the
outrageous claims made by the Million Mom March representative and
Missouri Impact. It was all most of us could do to keep for jumping up. It
was more than some of the senators on the committee could stand and they
asked the opponents of the bill if they had any evidence to substantiate
their claims. They didn’t and they looked pretty bad in front of everyone.
The senators asked some pretty pointed questions of the them and I don’t
believe that the responses were good at all. The anti-gunners did not do
themselves any favors at this hearing.
According to our source on
the committee, the executive session might be held sometime on Wednesday
the 9th. If it is and it is passed, which seems likely, the bill goes
right to the senate. Then it has to be placed on the calendar for debate
sometime but that is still unknown. I must say that based on my
experience, this bill sure seems to be on the fast track and might be up
for debate and subsequent vote very soon.
Action that is needed on
the part of SACMO supporters is that you should call, write or e-mail your
senators and express your support for HS HCS HB 349, license to carry. Be
polite! At the same time, call, write or e-mail the Governor, Bob Holden,
and ask him to please allow this bill to pass into law and not to veto it.
Holden needs to feel that passing LTC into law is in his best political
interests.
Thanks to the SACMO guys who made time on a workday to
attend this hearing for all of our benefit. This is the closest that we
have yet come to getting LTC through both houses of the General Assembly
and onto the governors desk. Let’s not get lazy now. Now is the time to
try harder. And that is exactly what SACMO doing!
