Congratulations are in order for the people of Missouri and their elected officials. After 12 years of trying, the Missouri Senate voted to override Gov. Holden's veto of License to Carry (HB 349) and frivolous lawsuit protection (SB 13) today. The House voted to override the veto of LTC on Wednesday, Sept. 10. The House will try to override the veto of SB 13 on Friday, Sept. 12. SACMO would like to thankfully acknowledge the legislators who made this happen and all the people who called, wrote and emailed their legislators. President Dale Schmid, who was in the capitol for the veto session expressed special thank you's to Mary Ann Bradfield and Whit O'Daniel of the NRA for their years of effort to accomplish this goal. Special thanks also go out to SACMO leaders Wayne Lindberg, James Engel and Fred Heberer for their efforts the past two days, above and beyond their usual dedication. Stay tuned for details in the coming days.

Lobbying fierce on concealed-weapons veto vote

JEFFERSON CITY - Less than three weeks before lawmakers meet for their veto session, interest groups are zeroing in on a few senators pivotal to the fate of a concealed-weapons bill.

The groups' strategies include mailing books to senators and rallying religious groups.

Gov. Bob Holden vetoed the bill last month, setting up the showdown at the Sept. 10 veto session. Lawmakers need a two-thirds vote in each chamber to override the veto.

The effort is expected to succeed in the 163-member House, where 109 votes are needed.

The outcome is less certain in the 34-member Senate, so that is where gun-rights advocates and gun-control groups have been concentrating most of their efforts.

The Second Amendment Coalition of Missouri Inc., for example, has given copies of the book The Bias Against Guns to every senator. The group's Web site, like those of other gun-rights organizations, urges people to call their lawmakers about the issue.

License to Carry for Missouri, SS HS HCS HB349 has been vetoed by the governor. His day is over now. We know where he stands. Now we can concentrate our attention on the real representatives of the people, the legislature. Governor Holden has targeted Senator Gibbons from the Webster Groves, MO area for scrutiny. The governor believes Senator Gibbons will cast the deciding vote in the attempt to override his veto. He tried to show up the Senator by holding the veto ceremony in his district.

HB 349 and SB 13 were delivered to the governor yesterday. He has 45 days to decide what, if any, action he will take regarding them. If by July 6, he has not taken any action regarding these bills, they will become law. HB349 (License to Carry) is scheduled to take effect on August 28, 2003. Below is a link to the final draft of the bill with the details of the requirements and procedures for obtaining a permit to carry a concealed weapon.

May 14th, 2003

The Missouri House gave final approval to SB013, the Frivolous
Lawsuit Protection Act. Senate Bill 013 was introduced
and sponsored in the Senate by Senator Peter Kinder
and handled in the House by Representative Larry Crawford.

SB013 was debated and truly agreed to and finally
passed today by a vote of 113-30... a "veto proof"
margin. [Note: The actual recorded count submitted to
the journal may be different due to changed votes
and/or late additions.] As a reminder, the Senate
passed this bill earlier this year with a "veto proof"
margin of 24 "yes" to 10 "no".

The House approved SB013 without amendments so it will soon be ready to put on the desk of Governor
Holden along with HB 349, the License to Carry bill.

The Frivolous Lawsuit Protection Act will discourage anti-gun
groups and politicians to use taxpayer moneys to sue
the manufacturers or distributors of firearms for acts
committed by criminals.

The Missouri House voted to send the Senate approved version of SS HS HCS HB349 to Governor Bob Holden's desk by a vote of 105 "yes" to 40 "no" and 1 "present".

The bill will now go to the desk of Governor Bob Holden where he can do one of three things:
1) Sign it 
2) Leave it alone and allow it to become law without any action 
3) Veto it.

If he veto's the measure, the legislature will have one more chance to make it law during the veto override session in September.

Be aware that tremendous pressure is being applied to Governor Holden from both sides of this debate. He NEEDS to hear from YOU. 

Call Governor Holden´s office today and politely inform his staff person that you support License-to-Carry reform and hope he will consider allowing SS HS HCS HB349 to become the law for Missouri.

If your legislator did not vote for LTC, perhaps a call to them will help get the message to Governor Holden that he would be wrong to deny Missourian's the right to defend themselves with a firearm. If they supported it, a big thank you would be in order.

SENATE SUBSTITUTE FOR HOUSE SUBSTITUTE FOR HOUSE COMMITTEE SUBSTITUTE FOR HOUSE BILLS NOS. 349, 120, 136 and 328 (SS HS HCS HB 349, 120, 136, and 328 "LTC") was passed by the Missouri Senate by a vote of 23 to 7 today. 

This substitute bill includes a change of the minimum age required to get a permit to carry a concealed weapon from 21 years old to 23 years old. This bill will now have to be passed by the House of Representatives before it can be sent to Gov. Holden. 

There are two weeks left in the legislative session. SACMO  spoke with Rep. Larry Crawford, the sponsor of the House bill for LTC, immediately after the Senate substitute was passed. He said it is still possible to get this legislation passed. 

Now is the time to stand up for yourselves, your friends, your neighbors, your wives & husbands, your mothers & fathers, your children & grandchildren and be heard! Now is the time to start calling your representatives to make sure this bill is passed.

HS HCS HB 349 was moved to the Senate's informal calendar last week. The state budget is still being debated. LTC can be brought up for debate from the informal calendar at any time now. Keep calling your Senators and tell them don't let Missouri go another year without passing this important legislation. Make sure they understand this legislation is about saving people's lives! Law abiding Missourians are dying every year because the state has made it illegal for them to defend themselves outside of their homes.

HS HCS HB 349 was placed on the formal Senate calendar yesterday in the number two slot of the list of House bills on third reading. 

Senator Harold L. Caskey is handling the bill for  Representative Larry Crawford, the sponsor of the bill. SACMO contacted Sen. Caskey's office today for an update on the bill. His office said the Senate is currently tied up with budget legislation and no other bills will be addressed until that is finished. 

Listen for announcements on the news about the state budget. When you hear it's nearing completion, then would be a good time to contact your Senator again to remind him or her how strongly you feel about license to carry for Missouri. Urge them to pass HB 349 unamended so it can be sent directly to the governor. Also watch your email boxes and this web page for additional updates.

HS HCS HB 349 was voted "do pass" in the Senate committee on Governmental Accountability and Fiscal Oversight on April 16th. It now awaits it's turn for debate and a vote on the Senate floor. Read the president's letter for insights on what to expect next.

The Pensions and General Law committee of the Senate voted HS HCS HB 349, License To Carry, “Do Pass” on Wednesday, April 9th.  The vote was 5 to 3 in favor. On April 14th it was referred to the Senate committee on Governmental Accountability and Fiscal Oversight. 

April 8, 2003

The Senate Pensions and General Laws committee heard testimony on HS HCS HB 349, license to carry, at 1:00 P. M. on Tuesday, April 8th in the Senate lounge. Executive session and a possible vote is scheduled for Wednesday, April 9.  You can rest assured that both SACMO and your point of view were well represented at that hearing.

 To all SACMO Supporters:

 Please call your state representative and your state senator as soon as possible to stop HOUSE JOINT RESOLUTION 23 (HJR 23).

 This proposed resolution just posted on the House website proposes to take HALF (!) of the Missouri Department of Conservation’s 1/8 of 1% sales tax proceeds and give it to the public school fund.  This would be a devastating blow to this fine department’s magnificent efforts on all of our behalf.

 Even though SACMO is a pure pro gun organization, our friends in the department of conservation fund and operate shooting ranges all over the state while showing support for the Second Amendment in too many ways to list.  They need us to support them NOW!

 SACMO condemns this proposed resolution as a betrayal of the many sportsmen, shooters, conservationist and gun owners across this state that have voted to tax themselves to provide the funds to operate one of the finest conservation departments in the entire nation and in the process to elevate it out of the hands of politicians.  

 The state general assembly is on spring break and the lawmakers will be at home next week.  Please take a moment to express your dissatisfaction over HJR 23.

House Substitute for House Committee Substitute for House Bill 349 [HS HCS HB349] was passed by the Missouri House of Representatives on Thursday, March 6, by a vote of : 

111 Yes  42 No  10 absent with leave

The gun rally on Tuesday March 4th was well attended and apparently had a very positive effect. Both License to Carry (LTC) bills saw action as 2nd amendment supporters cheered the speakers in the rotunda of the state capitol in Jefferson City. SACMO would like to thank everyone that attended this event to raise the awareness of our legislators to the importance of Missourian's gun rights. 

HB 349, the current version of License to Carry in the House was  debated and perfected. 

SB 83, was voted "do pass" out of committee.

 

 Also SS/SB 13, a bill intended to prevent frivolous lawsuits from being filed by political subdivisions and the state against firearm manufacturers and dealers, was passed in the Senate and introduced to the House last Thursday, Feb. 27 2003.
